All of the 18 members of the council are all equal in many ways, except the the seven will have possibility to leave the decision in the table. Of course there're plenty of other officials also plus dozens of representatives of in the lower chamber of the World Government. The lower chamber is advisory, preparatory and organizatory organ. The lower chamber includes 32 members 25 from the 25 biggest companies of the Earth, the rest will be appointed by the ministery.
